Under general supervision of an Assistant Chief Counsel, the incumbent works directly with multiple attorneys, the Chief Counsel, Deputy Counsel, and three other Assistant Chief Counsels as well as various staff. The Legal Office maintains primary responsibility to ensure compliance with statutory requirements necessary for adoption of regulations and litigation and assists the Attorney General's Office with the defense and enforcement of regulations and other litigation matters.

 

A major portion of the position requires the incumbent to perform a wide-variety of administrative assignments and related office work as well as prepare and process a variety of legal documents. This includes preparing inter-office and inter-agency memoranda and letters; maintaining follow-up records relating to legal matters in process and other legal forms that are prepared and processed; and tracking Board item materials and legal correspondence using SharePoint and/or other tracking systems. The incumbent also gathers and assembles documents for attorney cases and assists attorneys by preparing and processing a wide-variety of legal documents, including but not limited to legal correspondence, pleadings, briefs, motions, and legal opinions. The ability to proofread carefully is required and the ability to make electronic documents accessible is highly desired. Additional duties include scheduling and arranging meetings for attorneys, making travel arrangements and processing travel claims using Concur and CalATERS; preparing supply orders for the Legal Office; serving as point of contact for IT services for legal staff; assisting in troubleshooting computers, programs, and office equipment; processing and logging all incoming settlement and miscellaneous checks, preparing corresponding documents for accounting, and delivering checks to accounting. The incumbent receives and screens a variety of telephone calls and visitors and answers a wide variety of inquiries and refers inquiries to appropriate attorneys or staff.

 

The incumbent may attend CARB's monthly Board meetings in Sacramento and throughout the state; assist the Board Clerks in overseeing the operations of the hearings; and provide back-up assistance to the Board Administration and Regulatory Coordination Unit staff as needed. Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
